CMDA Building Plan Approval in Chennai 2025 — Step-by-Step Process, Documents & Timeline

📅 January 22, 2025 ⏱ 9 min read ✍ Kanish Homes Team

Getting your building plan approved before construction is not just a legal requirement — it's what protects your home from demolition notices, resale issues, and legal disputes. In Chennai, approval authority depends on where your plot is located. This guide explains everything clearly.

Who Approves Your Building Plan in Chennai?

There are two main approval authorities in Chennai, depending on plot location:

AuthorityAreaTypical Timeline
Chennai Corporation (GCC)Within Chennai city limits30–60 days
CMDAChennai Metropolitan Area (outside Corporation)45–90 days
DTCPAreas outside CMA but in TN30–60 days

Important: How do you know which authority covers your plot? Check your plot's patta / EC document. The address and survey number will determine jurisdiction. Our team can confirm this in 24 hours.

CMDA Approval — Step by Step

Step 1: Engage a Licensed Architect

Only a TNEA/CMDA-licensed architect can submit building plans for approval. The architect prepares drawings as per Development Control Regulations (DCR) — FSI, setbacks, parking, and height restrictions must all comply.

Step 2: Prepare Documents

Documents required for CMDA building plan approval:

Step 3: Submit Online via TNEBAS / CMDA Portal

CMDA now accepts applications through its online portal. The architect digitally signs and submits the application. You receive a docket number for tracking.

Step 4: Scrutiny & Objections

CMDA officers scrutinise the plans. If there are objections (wrong setbacks, FSI exceeded, etc.), you receive a notice to rectify. This is where inexperienced architects lose months — because of wrong calculations in the first submission.

Step 5: Fee Payment

Approval fees are calculated based on built-up area. Approximate fees:

Step 6: Approval Order Issued

Once approved, the CMDA issues a formal approval order with plan drawings stamped. Construction must start within 3 years of approval and follow approved plans exactly.

Common Reasons for CMDA Rejection

What is FSI (Floor Space Index)?

FSI (also called FAR — Floor Area Ratio) determines how much built-up area you can construct on your plot. In Chennai:

Location TypeFSI Allowed
Along roads below 9m width1.5
Along roads 9m–18m width2.0
Along roads above 18m width2.5
Special zones (IT corridor, etc.)Up to 3.5

For example, if your plot is 2,400 sqft on a road with FSI 1.5, your maximum built-up area is 3,600 sqft across all floors.
