The CRZ Issue on ECR — Critical to Understand

ECR falls under Coastal Regulation Zone (CRZ) rules managed by the Ministry of Environment. If your plot is within 500 metres of the high tide line (HTL), construction is heavily restricted. This is the single most important thing to check before buying any ECR plot.

Before buying any ECR plot: Get a CRZ certificate from CMDA confirming the plot is outside regulated zones. Many plots are marketed without disclosing CRZ restrictions. Kanish Homes will verify CRZ status before any engagement on ECR projects.

Approval Process on ECR/OMR

Approvals on ECR and OMR are more complex than standard Chennai approvals:

  1. Verify layout approval: Confirm the layout has CMDA or DTCP approval — many ECR layouts near coastal areas operate in legal grey zones
  2. Check CRZ status: Mandatory — get CZMA certificate
  3. Check Tree Officer NOC: ECR has significant tree cover — cutting trees on site requires Forest Department clearance
  4. Submit CMDA building plan: Standard CMDA process applies for non-CRZ plots
  5. Panchayat areas: Some ECR villages outside Corporation limits go through Panchayat approval — often faster but requires verification
